Robin Jennison en Kansas Boating Measure Causing Confusion <p>Supporters of a Kansas constitutional amendment that would change the way property taxes are charged on boats say the wording on the ballot is confusing.</p><p>The change would give legislators the authority to reduce property taxes on boats.
