Brownback made his pledge during a Statehouse rally on Thursday which drew hundreds of abortion opponents.
Kansans for Life sponsored the event that marked the 42nd anniversary of the U.S. Supreme Court decision to legalize abortion across the country.
The latest proposal targets a method that would prohibit dismemberment of the fetus when doing a dilation and extraction abortion technique.
"We really oppose this legislation," says Katie Knutter, Spokesperson for Trust Women of Wichita. "We see it as an unconstitutional attempt to ban most second trimester abortion procedures. It would affect women from Kansas, Oklahoma, Missouri and Texas and their ability to receive necessary healthcare and if Governor Brownback really wants to help create a healthier state, he can make reproductive healthcare more accessible to women."
The U.S. House passed a bill on Thursday to bar federal funds for any abortion. The White House warned that President Obama would veto the measure.
