Negotiators Agree On NBAF Bonds

Kansas House and Senate budget negotiators have agreed to authorize issuing $202 million in bonds to build a federal biodefense research lab in Manhattan.

Negotiators agreed Thursday to allow the state to issue the bonds.

Kansas previously authorized $105 million in bonds to help build the National Bio- and Agro-Defense Facility near Kansas State University.

Gov. Sam Brownback says the additional bonds will fulfill the state's obligation for the estimated $1.5 billion project.

The lab will research dangerous animal diseases, replacing an aging facility on Plum Island, N.Y. Construction has already started.
