It could be well into next year before the state of Kansas hands over the final payment for a new vehicle registration system.
The state is withholding 10 percent of the payment to Minnesota-based 3M after a systems upgrade was plagued with problems. Secretary of Revenue Nick Jordan said they've worked through the major issues.
"We've had vast, vast improvement since July," said Jordan. "So really the system's working well. We're within one to four minutes on renewals now at the desk."
Jordan says the approximately $2 million payment will be withheld until phase two of the update is in place and any bugs are worked out. In that upgrade, the state will install a new system for processing driver's licenses.
